Emily Coe's birth certificate has her birth on 9 January 1864 at 45 Frederick Place Plumstead and her mother's name as Margaret Coe; no father's name was entered. Presumably James and his common law wife Sarah Hadden brought Emily up as their own daughter while Margaret made her living in service.
